The Graphite AirPort Base Station is functionally similar to the Lucent RG-a thousand wireless base station and will operate exactly the same firmware. Due to the original firmware-locked constraints of your Silver card, the device can only acknowledge forty-bit WEP encryption. Later aftermarket tweaks can allow 128-bit WEP within the Silver card.
